Just out of curiosity; have you ever had a CS:S server named 'Snip3r's CS:Source Server' or something like that?
May the Source be with you...

You would need a machine and a lot of bandwidth at first (like 10MBps+)
Then you can install software in different directories etc (for multiple servers rented from 1 machine) and give FTP access to the people renting it from you so they can configure stuff etc. Mostly multi hosted machines come with a control panel to restart servers etc.
You can also rent the whole machine to 1 person, on windows you could use VNC for example. It's a remote desktop program. That way the client logs into VNC and has control over the whole server and can use it as he or she wishes.

i know quite alot about computers but i am dying to know more about servers.
how servers are run!
i would like to set up 1 dedicated server for gaming that i could rent out to the public not for the money just for the knowledge of knowing how to do it.

LOL, NTL Fibre Optic Home Line.
Firstly, he'll be running the "server" from home... you wont get 14 people in either.
