Its a known issue with the hl2 engine that anything over 12 slots and 100 tick is gonna cause inner game problems. You can fight it all day and disagree but its the fact, and its why I leave a 100 tick server if theres more than 15 people on it.

100 tick will decrease performance above 16-18 players, it will cause a weird lag, it's been confirmed by valve. You won't see anything when looking at server stats, but ingame it's real weird and laggy.
SRCDS can only use 1 core at the time, not both, so you'll ahve to calculate on to one core. When you have 2 servers you'll have to assign 1 server to core 1 and server 2 to core 2 to use the dual core concept.
A 2.8GHz intel CPU can and will hold 30 players at the same time at 100 tick, I got my 2.8GHz to run 40 players at 100 tick with a CPU usage of 90% (4x 10 player servers)
RAM isn't the problem most of the time if you don't go below 1gig.

lift the minrate, anything below 10000 (imo experience with hl2dm) allows players to take direct hits without damage (as the server rego just goes out the door) id recommend minrate/maxrate 20000/60000, but im not sure how your bandwidth would cope but im pretty sure it would be okay.

hmm,
rates are good, no problem there, and yes, 30000 is the maximum value for sv_maxrate.
The loss shouldn't be there tho, try to trace route (search on google or use ping plotter) to your server and see if there's a broken or slow link.
