The old Xeon's had lots of problems running SRCDS. I wouldn't bother.

The second server your mentioning there would run over BW in a heart beat.
For a dual quad to safely handle all the server you could possibly put on it, you would need roughly 3TB+. That is running 24/7 though.

That would depend on how active his servers are. But yes if he maxed out the dedi and the servers were full most/all the time than yes he would need alot more bw. Also, that would roughly hold around 275-300 100tickrate slots with CSS.
