Can any one give me a link to a .cfg opener because I have googled it and couldn't find one.

Any text editor will work.
Under windows I general use just Notepad.
If I need more features, I'd just use Notepad++.
But generally it's quite basic stuff unless you are doing mass-admin editing ><
