My server is placed in dk 100mbit/s

Serveren er:
Fujitsu Siemens RX300
2 x 2800 mhz xeon CPU (32 bit etach)
8 GB ram
6 Ultra 320 SCSI1 diske, 4 x 73 og 2 x 36 GB
raidcontroler
2 Unit server.

how many tick and slot is able on this server?

i would say around 150 slots 100Tick

2. Is that a new Xeon or an old one? (Model number, serial number).

3. what quality do you want? high-quality war servers or medium-quality publics?

btw: slots are not the only limiting quantity. if you have 2 cpu-cores you can run at most 4 high-quality servers, regardless of the number of slots. for medium-quality 6 or 8 servers might be possible.

Agreed. Anyway, stick with 66 tick. 100 tick is just a waste of resources on TF2. Absolutely no noticable difference.

because the probability of severe frame drops increases dramatically with the number of servers (but not really with the number of slots)...

tick100 runs smoother independently of the game, but in games like TF2 the effekt might not really be noticed as in CSS due to the "rougher" gameplay (no offense :-D)

simply wrong. modern cpus do not need high clockspeeds to be fast. since intel abandoned netburst by introducing the "core" architecture the cpu clock is no longer a hint for the speed of the cpu (as it was already before with amd cpus).
a single (!) core of my (not very recent) core duo (without the 2!) laptop at 1.77 GHz easily outperforms a Pentium 4 with 3 GHz.

Than what? A single core? Who sells single core CPUs anymore? Most single core's are a generation old and therefore cannot be compared simply by clockspeed. Every single/dual/quad core comes in a variety of operating frequencies that can usually climb quite high (i.e. a not so rare overclock of an E8400 (3.0GHz stock) is 4GHz). Just because there are more cores doesnt mean its a lower clock speed.

Again: The clock speed is not proportional to the speed of a CPU, since Intel abandoned netburst. Run a real benchmark to compare the CPUs. Everything else is simply incorrect.

Based on what the original poster had stated his processor is most likely older and most likely a dual xeon (2 cpu's on one mobo) there are too many factors to consider when measuring cpu's specially when your talking about comparing a single core to a multi core processor and when considering the big factors of today's cpu's is the process they are manufactured with intel is producing a 45nm process which is almost 3 times more transistors than its predecessor the 65nm process. Netburst was never even labeled as a negative or a downside to early cpu architecture infact the new core or peyrn (dont remember what they call it) architecture is based off a combination of netburst and p6 microarchitecture. There are also other things to consider such as the job at hand. Behaart you said your 1.77ghz core duo could out perform a pentium 4 3ghz but at what task??? multiple tasks I can say yes but one job at a time I doubt. Frequency is large factor of the processor when comparing to others, But again there is far too much to consider and the only real answer to this post is from the guy who has the server and knows the model numbers on those cpu(s).

e.g. compressing data on a single core... a very common benchmark!

nope. run a benchmark and see for yourself. or google for benchmarks, there are a lot of benchmarks out there comparing the early Intel Core with Pentium 4. also remember that the Intel Core is much slower than a Core 2 even if running with the same clock speed and having the same number of cores.

btw: the pentium 4 wasn't as fast as the pentium 3 with the same clock speed. intel tried to push the clock speeds as high as possible, because that was their marketing strategy. in the pentium 4 (=netburst) this lead to a lower efficiency, as the processing pipe lines needed to be very long to achieve this high clock speeds. but long processing pipelines arn't good for performance, as you need to reject everything in the pipeline once a condition has to be evaluated...

I baught the server, but its onley running 97-99 fps? :S What is rong? i launch the server whit -100tick and the fps gos 97-99 and 24% cpu load :S
