Cannot allocate UDP port

Hey guys, i have tried once before and got a similar error to the one im getting now. I am trying to use the GUI version of srcds atm (i can change to console once it works) and once i click start server i t loads and i get an error -> cannot allocate UDP port.
My parameters are:
C:\SRCDS\srcds.exe -game cstrike -maxplayers 12 -tickrate 100 +ip 220.244.161.132:27015
If i create a new shortcut to SRCDS and have parameter as only -game cstrike it will load sucellfully and boot server, however the ip is my interal.. 192.168.0.100. As soon as i add +ip 220.244.161.132:27015 i get the UDP error. I have followed tutorials on port forwarding and used the portfoward.com site but i think that could be the issue. Ill upload a screenie of my router setting.

Try to open UPD ports 27015 to 27020 or use DMZ to your local server

Use your internal IP or remove the IP line.
You can't bind the server to an IP your computer doesn't literally have. If you have port forwarding set correctly, you should be able to connect via your external IP.

yeh i have changed to my internal ip as i saw that on another post.
my start parameters are now:

Try to open UPD ports 27015 to 27020 or use DMZ to your local server
Ok i have just tried opening those ports and when the server starts it still has my interal ip.
What is DMZ? is it safe for me to use? and do i just tick the box to enable and put in my local ip?

The server will always bind to the local IP.
However, you can connect via the external IP address if you have the right ports forwarded (or the server is set as a DMZ).

Both ways, your server will always show the local IP. You can't change that.

ok thats one thing solved, thanks.
However it still isnt letting people connect (i asked a mate to try it and game him my external ip from whatsmyip.org)...
Ive attached a screenie of the ports i have forwarded...

You have double port forwarding.
You can only forward each port ONCE.

RULE 2: Set to both
RULE 3: REMOVE
RULE 5: REMOVE
RULE 6: REMOVE

You can only use your external IP in the "+ip" command if your computer/server is connected directly to the ADSL modem (or other kinds of Internet-Connectors). If you are behind a router, then you have to use your local IP address

should i be able to connect or see my own server if i use external? i.e in css if i put in console connect <external ip>

Depends. Many people can only connect via the server's internal IP address.
Ask a friend to join via your external to check.

have ports forwarded once only and i use +ip <local ip>
...... maybe it just doesnt like me?

Show us your portforwarding and startup line.
Make sure you have sv_lan 0 in your server.cfg
