Was just wondering how many slots of 66 tic servers can be run of a 1:4 mbit in:out connection?

Hmm that's a connection I find rather impossible actually, your download needs atleast to be the same as the upload or higher. With gameservers your download is very active too, since you receive data from all the clients next to just sending. This incoming data flow can be, as far as I've seen and a rough estimate, between 50-100% of the upload speed.
In this case you'd be looking in only 1 effective mbit in that upload if you download is only 1 mbit.
Also I've never seen a connection that has the values wrong way around, can you provide us with a link where they provide it?
