Well this is many becuase of the Server or pc you are running it off but sometimes its the internet becuase most internets are not allowed to do high uploads to make it far on other people on the same network or on your road if you have like a 2mb internet you are only getting about 700kbs of that after about 2mins in uploads and srcds needs about 1mb in uploads to be a fast and good server.

sorry about this but we cant do any thing.

steam says a
* 128k uplink = 4 players (2 players for srcds)
* 256k uplink = 7 players (4 players for srcds)
* 320k uplink = 9 players (6 players for srcds)
* 512k uplink = 14 players (9 players for srcds)
* 768k uplink = 21 players (14 players for srcds)
* 1024k uplink = 28 player (19 players for srcds - note 16 players is max for HL2DM)
* 1140k uplink = 32 players (max for HLDS) (21 players for CS:S)
* 1708k uplink = 32 players for CS:S (max)

I see your using the steam's source dedicated server. Just a suggestion...it's better to use the actual srcds console than steam's srcds because it uses less resources to run.

Well FPS does not affect/affected by your network. Try using the SRCDS console and also, are you hosting and playing on the same computer?

The steam guidelines are nowhere near correct if you want your server to be playable.
900 kbps upload will get you 10-12 players at 33 tick, nothing more.
