I have mirrored all files to my webhost (maps,materials,sounds,etc)... I have added: sv_downloadurl "http://www.webhost.com/cstrike"
sv_allowupload 1
sv_allowdownload 1
Downloading maps is fairly quick but when the server changes levels it is extremely slow (2-3 minutes).
Could someone help please.

I guess that just depends on the size of the map. If the downloadurl works then it always downloads from there at the speed the http server runs.

Well, I'm not sure which is worse, slow map load or slow server change. Do I need .res files within the folder? I have just moved my folders as they were to the webhost. No res files included but I have seen other posts say to include. If they are not in the folders, would the downloadurl still work? How can I tell if the server is actually loading the map from the webhost or being redirected back to game server?
Maybe I'm just thinking it's downloading maps faster, but really how do I know what the speed should be.

Download one through your internet browser and you'll see what the speed should be like.
Like I said in my previous post, if you set your downloadurl it will always download from there, if the map is missing you'll just get an error, it doesn't get redirected back to the gameserver.

That is strange then - I have accessed my webhost cntrl panel it is showing me that the server is only accessing the sound files... not the maps or materials.
