fps max is 85?

yes my fps stays at 85fps with fps booster running on my cs 1.6 server. now theres no one in it, could that be the problem or. . .

also i want to setup hltv for this server through tcadmin. i have the hltv server up, how do i get the hltv server to connect to my cs 1.6 server so ppl can veiw the games going on in the cs 1.6 server?

Try to do some searching at Google, that'll answer most of your questions.
There's a lot of tutorials about HLTV and FPS if you search for it.

You need to run a booster to gain higher then 85 fps.

I don't think there are boosters for the old games? At least I never heard of it....

yea, i run srcdsfpsbooster, but thats for srcds. hmm, anyone know of a good hlds fps booster?

do you have fps_max (your number here) comand in your server.cfg file?? or is that only for source and above servers??

Yea You can go over 80fps.
Commands
sys_ticrate 600
fps_max 600

If you run Windows server, all you need to do is start a windows media player (no need to be playing anything).. the booster is not game-specific.. i guess you could use srcdsfpsboost as well...
and then remember fps_max 600
