TF2 Server Setup HELP!

Hi, I'm currently in the process of setting up a server for my friends on Team Fortress 2 via Steam. I've followed the guide here: http://forums.srcds.com/viewtopic/5439, but my friends seem to be unable to join the server. They get the "Server is not responding" error message when they viewed my game info.

I am running a MOTOROLA SB5101 SURFboard Cable Modem and it is directly connected to my computer, without any routers in between.
The following is the .bat when i ran the server. Do I need to portforward? I tried looking at http://www.portforward.com, but I couldn't find my modem under the "Routers" section.

You will need a router to get opened your ports.

So your freinds can join your server.

[Mooga]

You don't need a router.
However something else is blocking the server ports.
Try disabling your firewall and virus scanner.

Who is your ISP? Yeah any firewalls/anti-virus you have on your computer.

I tried to check your IP address (5.213.102.218), but gets a "Destination net unreachable". This means that your IP isn't a public one, which implies that you are most likely sitting behind a router somewhere. When this isn't in your cable modem, it must be at your ISP.
It is very unlikely that they'll make the proper portforwardings for you, but you may be able to buy a static IP instead.
