A good safe/basic starting point would be -O2 -pipe -fomit-frame-pointer

Also -J# for number of processor cores + 1 so a Quad Core you would use -J5 some argue using the static amount.

Also it's important to tell the compiler(s) your system architecture type as well through flags, so that you enable any specific optimizations for your platform.

This would cover the basic level, you can dive a bunch deeper into the kernel configs/make files prior to building that take it to a whole other level.
