I have an old 2.4ish intel box sitting around and I have 2 gigs of ram on it. My internet connection is 15 mbits/2 mbits

can I host a 24 man server and have hltv recording?

I would say 32 @ 33 and 20 @66 and 16 @100

on 2 mbit upload you can't even run a 20 slot CSS @66 tickrate ( need 2,4mbit ), let alone a TF2 server (which uses almost double the bandwidth at some points).

no way that processor can do 32 in tf2.
MAYBE 24, but your server's CPU will be very high.

I have no idea on bandwidth. My server has a fat, unlimited line Toungue
