http://www.w3schools.com

I suggest you take a look there for width/height settings in HTML.

Or maybe if I didn't understand your question, another possibility:

The width and height of the MOTD window ingame depends on the resolution the client runs, there are no fixed dimensions. Sound can be embedded in the website the normal way I think.

you can create a site with nvu or something and you paste the code into the modt.txt

Copy and paste this into your motd.txt. Just replace the link with your own link. I hope this is what your looking for. I'm not sure about the sound thing...but this should work. When you join a server....the motd.txt will display a website and you can click it.

Code:
<frameset rows="100%,*" frameborder="NO" border="0" framespacing="0">
<frame name="main_frame" src="http://www.whendarknessfalls.org/">
</frameset>

Well...the reason some of the servers have their site fit on there is because...they probably made the page. You can make a hmtl page that has the rules and other stuff and you just need to upload it into a server host. Then just put the link of it into a code to show up.
