Sounds Dont work

When ever i spawn a NPC they don't give off any foot step noises or dialogues. I can hear vehicles fine but when ever i spawn a npc they don't give off nay kind of noise. Also i have noticed that my npcs look like the are talking on a cell phone when i spawn them. I think there expressions are not working correctly. Need help Plz

I'm actually not sure about this, I've never seen them work as they should, does the Vortigaunt and the manhacks work? The rest is all "broken" here too. (Except the birds but who needs birds....)

i remember finding a sound script somewhere in my gmod/gmod folder but i forgot where and when i search nothing comes up anymore. sigh... i wish sound works. the sound works fine when i make a listen server but i want it to work on a dedicated server.
Also when you spawn a civilian does your civilian liek move wierd and all that and Alyx looks like shes on teh cell phone if so i am at least glad it is not just me.
