my internet connection is 24/1 mb,
what tickrate i set my server? how many player i set? and rates? and server specs is amd athlon 4400+ x2 4x512mb ddr2 667mhz 500gb 7200rpm 16mb hard disk thank the answers!

33 tickrate, 14 players max
you can do the rate calculation yourself I'm sure, just look at my install guide in the tutorials section.
