When i try to go in my server , my TF2 will auto close and pop out a error says Couldn't allocate server ip port. What it means? im a noob at this kind of thing pls help mi all the pros out there thanks alot

Like Mooga said you can NOT play and host from the same computer, even if in a way you manage to do so you are OUGHT NOT to.

It's called a DEDICATED server, if you want to play and host from 1 computer start up the game and run a LISTEN server (create server in the game)
