stuck in step 3:starting srcds

I have a problem in the "Install: Windows (Rev. 2)" guide at step 3

1: how do i make this file? c:\srcds\cstrike\cfg\server.cfg
2: when i install the hldsupdatetool program,the srcds.exe is not there

and yes i have vista but many other peoples have done this with vista with no problem.

how can i fix this?

1. simply make a text document and call it save it as "server.cfg" be sure it's NOT server.cfg.txt
2. Update again with -verify_all, if srcds.exe is not there it means the update didn't finish or go correctly.

when update it. i write verify_all after hldsupdatetool?

I think i have been doing some thing wrong and i have asking the wrong thing sorry about that. but i think i found the problem now:

It’s not a big deal however, as all you have to do is click the shortcut again and it will continue from where it stopped. Of course, you can also use this feature to purposely interrupt the installation progress and continue at a different time.

here is my problem the screen disappear every time i start the update. and re clicking the shortcut does not work.

ok start up CMD (start=> run "cmd") and exec the hldsupdatetool from there, see what errors it throws.

yes i have done that many times: after i write the command, it opens a new CMD window and throws much information. it takes 2 sec. then the CMD window disappears and nothing more happens. so i am not able see the errors.
