I don't know if this is normal, but it seems to be hindering my installation of SRCDS. When I go to whaismyip.com, I get an external IP address, and all seems fine. However when I turn off my router and reconnect to the internet my external IP changes. Is this normal? If not, how do I fix it?

You have a dynamic IP. It's possible you'll get a new IP-adres everytime you reboot your router.

Ok, something really weird just happened. I was running my SRCDS and two people joined and I thought YEAH! my server works! So I rush up to my computer upstairs to play on my server, but when I enter the external IP in favourites, I get server not responding. If I search my local IP in favourites, I get a LAN server... with two external people on it?

Yes that's how it works, people on the same network as the server will always see it as LAN, sometimes it can't even be added by external IP to your favorites. However it will show up as internet for everybody else.
