when i lounch my server it says: The application failed to start because Steam.dll was not found.Re-installing application may fix the problem.

I did reinstall it but it still pops up.
makes me want to shoot myself in the head

I did reinstall it but it still pops up.
makes me want to shoot myself in the head

try the command
Code:
-verify_all
at the end of the line to the .bat or shortcut file to HLDS upadte tool...
this should make sure that it is there...

What was your install command?
Just add -verify_all to it. But again, are you using steam or SRCDS?
