Ill ask in another way:
Can I run a counter-strike:source - 20 slot - tickrate 33 with 200GB/month ?
Can I run a counter-strike:source - 20 slot - tickrate 66 with 200GB/month ?
Can I run a counter-strike:source - 20 slot - tickrate 100 with 200GB/month ?
I dont know how to do the math - even with the link i #1

20slots * 5KB/s * 60 * 60 * 24 * 31 = 267840000 KB/month = 267.84 GB/month
That's if it's full 24/7
If you have a very busy server lets say it's full for 80% of the time
267.84 * 0.80 = 214.27 GB/month

That would be 33 tick
66= ~12KB/s
100 = ~20KB/s
that's on full servers per slot, a low slot 66 tick server can run at 8KB/s, at full servers it can spike to 20KB/s so it's just about averages you'll see.
