I need some opinions on my server.

Ok I'm running only 1 CS:S dedicated server with the following specs.

Here is a speed test that I just ran while my server is running with 0 people in it.
Download Speed: 30225 kbps (3778.1 KB/sec transfer rate)
Upload Speed: 2330 kbps (291.3 KB/sec transfer rate)

The upload is supposed to be 15000kbs so I'm going to make some calls on that one.

Here is the server specs

Windows server 2003 with SP2
4 Xeon processors running 400Mhz each (an Old Gateway)
4 Gb ram

Now I run the server without any issues with only a hand full of people in there. Here are the issues I'm running into:

I'm connected to the server via LAN and I lag while everyone else does not.

The Pings upon entering the server are 200 -300 and gradually come down to around 60-70.

I'm running an 18 player server at 33 tick at the moment. I've tried 66 and 100 tick rates, but no one seems to notice any difference except for the lag once we get about 10 people in it. It's only minimal lag, but still, shouldn't I be able to run a single server with this setup?

The processors max out @ 50% while the server is half full it never goes any higher than this. I've tweaked and peaked everything I have found online.

Another issue that I have is that I run fpsbooster and the FPS shows 512 in the console at the top, but when I type stats, it shows between 20 - 40 fps. Anyone have a reason for this.

Overall I'm just looking for any suggestions or help in the matter.

P.S. I also have a intel 3.2Ghz proc with 2 Gb ram that I use for a server. Do you think this would be a better setup?

-------------EDIT----------------
Turns out your results from speakeasy.net will vary tremendously if you use firefox. Once I tested my connection via IE7 I got these results

Download Speed: 31132 kbps (3891.5 KB/sec transfer rate)
Upload Speed: 13456 kbps (1682 KB/sec transfer rate)

Its not your internet. Use the 3.2 Ghz, much much better.

It's very important for the SRCDS to have a fast core to run on, it's not multithreaded, in this case the 3,2GHz (like Spartanfrog said) will give you MUCH better results!

Thanks for your both of your inputs. I'm switching the server over now and we'll see what happens. I'll post an update after some testing.
