You can NOT run a dedicated server and play on the same computer.

Actually you can. The problem with connecting to own server hosted on same pc might be the client port.
Manually set your hostport and client port to something different.
on launch line put -port 27075 -clientport 27050
Basically change client port. By default its 27005 and steam and srcds port conflict.
I am hosting TF2 and CSS on my workstation and can also play both games on the same PC.

Just keep saying you can't do it, it saves a lot of explanation and defending against the people that say "I CAN! It doesn't lag, my computer is good enuff!!" which don't actually know that the server doesn't run very well at all.
