Everytime I do an rcon changelevel, it takes the server forever to do (Takes quite a bit of time for the "Server is changing level." part). During the game, everything runs smoothly and while the map is changing, the physical memory isn't exceeded.
P4 1.8GHz
512MB ram

7200 RPM, would that really even make that big of a difference if it was 5400 RPM?

Yeah a lot of difference. 54000 RPM hard drives change the map really slow.

So, it's not a hard drive issue. I also freed up to 50% of the space and defragged and got the same results. Any other ideas?

Eh maybe your processor is slowing it down im not really sure sorry. Whats your paging file?

Well I guess it's a combination of the 2 here, CPU and memory.
Slower CPU and less memory will slow down map loading, really noticeable.... not much you can do about it except upgrading.
