TF2 server advice (comp spec and .cfg settings)

hmm.. I've just reinstalled my server computer (XP PRO SP2). And I only get 64fps in the rcon console window, with default settings. If I load up wmp I get 256fps. If I then change +fps_max to 600 I still only get 256fps in the console window with wmp loaded. When it should be at 512fps as it was on my old xp pro sp2 installation.

Try fps_max 700, that one should always work, not sure if you set it to 600 it will catch teh 512...

As my comp uses way to much resources with 24 players, I have to lower it. What below conf do you guys think would be best?

1. 22 players fps_max 300 tickrate 33
2. 20 players fps_max 600 tickrate 66

I would go for 20 with 66 tickrate. Less people but better game play.
