HldsUpdateTool Won't Work (yea I searched)

OK, so I found out that you have to keep running HldsUpdateTool in order for it to download all the right files because of some problem.

My question is, why doesn't someone just put up all the files its supposed to download up for download so we can bypass this program and its bugs (or whatever the problem is)?

I don't know, valve made it.

If I would, first thing I'd do is pack all the files so it's 1 big file... works 100x better than downloading 20000 small files
