Guys is it possible for the server console to run among the "icons"? The window is sometimes in the way... is it possible to completely minimize it so that its just an icon untill it's clicked on so it pops up or something? Thanks

That would not be a srcds modification, but a windows modification.
So look into window hacks that might let you do that.

You might be able to run it as a service and have an icon attached to that for opening and manging it but I am totally clueless on how to do that

No problem! There are a number of freeware utilities out there that can minimize any window to the system tray for you. Try one of these:
