Give money to other players as an Admin?

How do you make it possible to give free amount of money to other players (as an Admin)?

I've never used ma_setcash. I've always used:

ma_givecash #all 16000

You can also replace #all with either #t or #ct or the player ID number. You can find the player ID number by typing:
