How do i change the tickrate of my server. I right now it tells me that it is running at 33 tick which is pretty shitty, is there anyway i can upgrade to a higher tickrate or anything?

In your startup command line is where you change this setting. If you access to the server via VNC (or if its a home run server) - it's best to create a shortcut of srcds.exe (where ever you installed it) onto the desktop for easy access/editing. You would then go to the properties of the shortcut and change the settings as follows:

c:\srcds\srcds.exe -console -game cstrike +map de_dust2 +maxplayers 16 -tickrate 100 -ip xx.xx.xx.xx -port 27015 -autoupdate

or whatever you would like to change it to.

What is the best tick rate for a server? And what would i be able to run tick rate wise, on this: AMD Athlon™ 64 X2 Dual Core Processor 5200+ 2.6GHz, with 2GB DDR2 Ram?

Yer the tick rate is going to have the biggest effect on your bandwidth me thinks.  Your Server looks as if it could run a lot of servers but it certainly cant if it has a poor upload speed.  I remember reading somewhere that a 32 player server will soak up about a Meg of up speed.
Yes and remember that SRCDS runs better on single cores so make sure that it is running on a single core.
You can do this by right clicking on the process in task manager and setting "affinity" to either one of the cores.

Like Flyberius said, your hardware won't have any problems at all running the maximum possible 100 tick.
However your upload connection is REAL important, make that 32 player 2.5mbit upload!! (You can run 14 players on a 1mbit line).

Well, last night i played and i set it to 100tick, and there was 3 ppl in the server running fine, then a fourth connected, and everyones ping jumped to over 200. Im only using it as a private server so no more than 10, plus and HLTV is there is a way to put one on there. Also how come no one else can connect to the rcon. my friend tried and it told him he was unable to connect to my ip. that a firewall issue?
