server.cfg

I tried to create a server.cfg in notepad, but it says cannot exec server.cfg when i start up my server. I put cal.cfg in the cfg folder, and renamed calcss.cfg to server.cfg and it worked fine, but i cant open up the cal.cfg file and add an rcon password to my server or a name. What can i do? Please help.

i know that. that is not my problem. IT WONT EXEC the server.cfg as a notepad file. thats my problem.
