But, how do i install the mani_admin plug in?
how about managing mod?
how do i tell it that its behind a router?

Ok, that help an unbelivable amount, but my new problem is is with the port forwarding, i have it set up, and i have the IP set to mine, and i get this error:

any tips?

Are you stating -ip and -port in your startup command line?

uhm, the command im using is
C:\srcds\srcds.exe -console -game cstrike +map de_dust -maxplayers 16 -autoupdate -ip 24.56.241.37
and ive even tried it with the port and it failed

You can't use your EXTERNAL ip on an INTERNAL machine (liek the guide explains), the router "owns" the external ip and therefor your server can't use it. So you ahve to use the ip that shows up in start>run>cmd>ipconfig

The router worries about that, it uses port forwarding to forward to the internal lan IP.

i know, but my internal ip is 192.168.1.102, will it list it as that or will it get my actual ip?
and how do i install the damn mods? how about make it so its not VAC'd?

Since the router sends the info to the internet the server will be online at your EXTERNAL ip address.
Install mods... read the readme of the mods..
non VAC2:
-insecure
to startup line params.
