Setting up surf death match server

I've setup a surf server, here's what I want to do:

I want to let everyone respawn after they have died.
I want everyone to have their health go back to 100hp after they have killed someone.

What settings do I need to change? I've already installed CS:S DM.

well the respawn will be fixed with CSSDM but the other one I'm not sure of.

I don't know any plugin that does that..
