You can also do a speedtest, but this is never *that* accurate.

The draw back is your processor but im gonna say

sv_minrate 5000
sv_maxrate 20000
decalfrequency 60
sv_maxupdaterate 100
sv_minupdaterate 20

the sv_maxrate darkgmr123 posted is not correct, you only have 768kbps upload which means:
bandwidth * 128 / players = maxrate
768 * 128 / 12 = 8192

then set it a little higher (mostly increases performance) to 8500 and it should run fine.
Also keep the server at 33 tick (default)

the rest darkgmr123 said is all fine, except the decalfrequency, you can delete that cause it ahs nothing to do with bandwidth.

Is there a max maxrate? I know there's 0 for unlimited, but would there be any point in setting "1310708" (100Mbps or 10240 * 128 / 12)?

the maximum value for sv_maxrate is 30000
