[HELP] - Configuring Correctly a Dedicated Server

Hello all... i own a dedicated server from AMENWORLD.com, i think is located on France.. im trying to set up a Counter Strike SOURCE dedicated server... but i tryed some diferente configs specially bandwith and i cant figure out what is the best for it

Server Specs:

I live in Portugal... and i tryed from diferente portuguese ISPs and the ping mantains in 60 / 80 ms ...
but i dont complain to much of playing with 60ms ping.. the problem is other players...
some people from german and other countrys have 10 / 30 ms of ping.. what i think its a good ping...
but the more weird thing is that players with that great and lower ping say the server is "laggy"
i think i have a problem in the configuration of my server.. i tryed some diferent settings but i dont know how to set it up correctly ...
can annyone help me please

your upload is only 1Mb or so according to your speed test (are you sure that is correct? you should try to get a speed test closer to your server because it may be limited if you are doing it all the way from florida). you will need some sort of setting for minrate and maxrate, if set to 0 it may cause weird issues for the clients. try setting it to min 5000 max 12500 and see what happens.

i think this is a more real connection test... ill try that settings that you say.. but i think i need something more .. like a correct ticketrate and others...

with that upload and just 12 slots you should do minrate 5000 maxrate 25000, remember to put something in there besides 0.

you can almost host 6 full 18 player 33 tick servers on that connection.
however, the server won't be able to handle it due to low specs

like fqdn said set sv_minrate to something like 5000 or so.
I prefer to use sv_maxrate 30000 (since this is the maximum, not that you'll ever reach it though)

Also on a side note, I've said it before. "decalfrequency" has nothing to do with bandwidth, it's for setting how fast (set it to 20 the user will be able to spray every 20 secs) one can spray his decal on the wall
