Help with IP-problems.

Buying a static IP shouldn't cost much at all, just give them a call.

Also building a battery for your modem won't work since after the powersurge you will have to log in again, which means you'll get a new IP anyways.

Uhm ppl cant join me via Steam friends when im on my own dedicated server. Is this normal?

When the server you are playing on is on the same network as your pc then no, they can't join since the friends network detecs you are playing at your internal IP which means nothing to players from the internet.

Yes, probably... A UPS is always advised with any sensitive electronics. Most people don't even think about it. All my gear is UPS'ed and I have the same IP for over 2 years now, not to mention nothing funny from the computers due to browns or spikes. The only thing that is not on UPS is laser printer. Well worth a few bucks for the protection.
