How can i activate my server so, my freind can join, (not lan)

Please could someone help me. i can connect through lan, but my freinds cant connect. i am pretty new to all this, so can someone be kind enough to help?

If you're behind a router you ahve to forward ports, if you don't know how to do it visit this website:
http://www.portforward.com

forward the following ports:
UDP 1200 (Friends Network)
UDP 27000 to 27015 (Gameport)
UDP 27020
TCP 27030 to 27039
TCP 27015 (SRCDS Rcon port)

What one shall i to the step by step through (application) under c, is counter strike, but on css?

i have done that, but u told me a extra port to forward and the step by step didnt show that one. was that the r con. wheres the posrt i should give to my freinds

27015 is the port (default) that you give to your friends, but if you give the IP to your friends thats enough.

i have added mani admin plugin to the server, and i have all the ports right and i give the my ip to my freinds and it doesnt connect
