I don't know what you want to do,

those ip adresses can be used for giving it to clients or forwarding ports on a router.. lots of things.

If you have a router and are in a network you can find the server in steam under the "LAN" tab. Your server should be listed there. The IP will be the one you find by typing ipconfig in cmd (start => run "cmd")

If there is no router you can find your server under the LAN tab with the ip from IP config, you can also add the server to your favorites by the IP found on http://www.whatismyip.com

If the server doesnt show up at all a firewall or anti virus program is blocking it.

The IP to give to your friends will be the ip found at http://www.whatismyip.com

There are different types of administrating your server, you can use plugins (Like mani admin plugin) or you can use the standard RCon, in the server.cfg I gave you theres a line rcon_password, change it to something you like.
Then ingame go to the console type rcon_password <passwordyoutypedinthecfghere>, if it doesnt do anything it means it's correct. Next type rcon changelevel de_dust2 (or any other map ofcurse) to change to that map.

Did you give your friend the ip from that website?
if so there is still some trouble with your server reaching the public (router/firewall)
port doesnt really matter, as long as you provide the IP address the port will be chosen/found automatically
