the new update just jacked the way admins can change clients configs. the only way is if they have cl_restrict_server_commands set to 0, by default it is set to 1 (which blocks all ma_cexec commands now.

Well I think Valve did a great job on that command.
I hate it when servers o admins fuck around with my config.

With this new command servers can't use clientcommands anymore, which means you can't change their rates.
And again I ask: Why would you want to change their rates anyway!?

you want to change because some idiots like to lower their rate to 1500 (could be one of the cl_cmd or cl_update i forget which one) to make them harder to hit. 20 and 30 are normal rates assigned by source and you won't have any issues hitting those guys it's the ones that change them enough to make them look like a slideshow on your server that you want to fix.

wouldnt a cl_updaterate of 30 on a 100 tick server make it feel like ur only playin in a 30 tick server? if so..then thats another reason why i want to change rates..ppl start bitching about lag and no register when they can easily fix it with a rate change

the server is still processing at 100tics no matter what your updaterate is. i would have to re-read the netcode faq but i believe that even though you're getting 30 updates (or the other way around) the server would interpolate and do the "correct" thing for registration etc.

there is also the issue of choke, my connection from home is supposedly 7Mb/512k which is good enough for a single client playing at 25000/101/101 however on certain servers i get consistent choke in the 60's at those rates. these servers are close to me, i ping in the 20-40 range and they are set to 100tick. i actually have to lower my rates to 20/30 to get rid of the choke. so in my case forcing the rates to 101/101/30000 would make me unable to hit anything, i don't know what i look like to other players....

Also a common misunderstanding about the clientrates.
They are NOT harder to it, they do NOT lag!
Only thing is that they lag for themselves (try it when you set cl_cmdrate to 10) the gameplay gets shocky.
Other clients do not notice any difference shooting at them since everything is server side.

Another thing that's total bullshit:
When someone with a high ping is in the game it's supposed to lag the server.
People do not cause lag to other clients, only to themselves.

You can always force them to use cl_restrict_server_commands 0 by using a cvar blocker or counter-scanner; however, it's not a good idea to force rates on a player. They will set their rates according to their connection, which may be lower than what you force on them, causing them to experience choke and/or loss. And all that would do is make them think your server is laggy and go somewhere else.

But if their rate settings are below acceptable ranges (i.e. cl_cmdrate 1), then they should change it. At the same time though, they should be asked to change it as opposed to you changing it for them. And that is just to avoid any drama with the player saying that the admin is hacking their computer.
