Silly Question!

Sorry to be a bit of a noob, i am running srcds cs sourse server on a xp pro machine with an amd3500 64 with 1 gig ddr 400 ram and a 512mb x800xl. the problem i have is i only have a 256kb upstream so what will be the most users i can have and at what tick? thanks in advance
