i'm new at servers but you might want to post how many people u plan on running on this server of yours and what tickrate

for the rates issue, check out >WIKI Advanced Tickrate <
there's charts there that give a general idea of what rates to use, then u can tweak around to find the best one for your setup

the other commands are
sv_minrate 5000 //if u want to keep 56k's away
sv_maxupdate rate 100 // between 1-100, but i think it's auto-adjust by the -tickrate cmd in the cmd line
sv_minupdaterate 10 //Minimum updates per second the server will allow

Like labrat said.

Some extra stuff:
Calculate the sv_maxrate by doing this:
BW * 128 / PL
BW= Bandwidth in kbps (900 in your case)
PL= the amount of players you want to host for.

sv_minrate should be at least 4000 to keep 56k away, under it makes them able to play, above just gives a more sustain transfer rate.
sv_maxupdaterate does indeed adjust automatically to the tickrate of the server. Just set it to 100, it's the easiest way.
sv_minupdaterate pretty much explains itsself. Although from experiece i've noticed that when the updaterate drops under 20 lag starts to show up. Therefor I always set it to 20

you just have to try a bit,
if you get choke, put it a little higher
if you get lag put it a little lower
untill you find the right rate, every connection is different and you always have to fine tune it.
