here's a aproximate formula to calculate the sv_maxrate:

<bandwidth in kbps>*128/<players>

so 400*128/8 would be 6400

now I always up it a little, from my experience you choke a bit if you use 6400, so I make it 7000
That's how I do it and it's pretty accurate
