I see it's been a while since you’ve posted, but I just wanted to ask—did you ever figure out a fix? I recently ran into something similar and was wondering if disabling workshop auto-downloads helped or if it was more about issues with the fastdl setup or map uploads. I ran into a similar issue before and found that switching the server's region helped with lower ping for most players. Also, if you're testing stuff like network limits or response times on your setup, try comparing it with a cloud call center setup where latency and packet handling can be different. It gave me better context on what to expect from different kinds of server environments.
