my problem is: i wantet to test my server so i tryed typing both "connect 68.142.72.250:27011" and "connect 207.173.177.11:27011" in my console(in counter strike source)
and it says "connecting to server..." after a while it says connection failed after 4 retries. does anyone know what could be the problem?

You have to use the internal IP of the machine the server is being hosted from. That ip you posted is the external IP, which is what you would give to friends outside your LAN.
