I help run the LANFusion Counter-Strike Source servers and for the past few weeks, since the last update I believe, we are unable to get VAC enabled.
I've ran the HLserver update tool and verified the entire installation. I've even gone as far as installing a fresh copy of srcds to a new directory to eliminate any of our admin plug-ins causing the problem.
Below is the console log from the test install:

Network: IP 69.9.36.5, mode MP, dedicated Yes, ports 27015 SV / 27005 CL
Executing dedicated server config file
Error: Material "sprites/bubble" : proxy "AnimatedTexture" not found!
Summary: 331 resources total 15.88 Mb, 5.92 % of capacity
couldn't exec server.cfg
Adding master server 207.173.177.11:27011
Adding master server 68.142.72.250:27011
Could not establish connection to Steam servers.
There is the console message. I should note I also installed a pub on a server I have at home which is configured identically to the box we're using in respects to firewall and NIC settings (outside IP and DNS addresses obviously) and VAC enables for me.
I copied the shortcut command line from the server box and used that on mine changing the IP address the server uses.
The firewall on the 2k3 server box was configured correctly and working up till the last update. I've tried disabling the firewall and rebooting the box and I still get the same message. The server is up-to-date with the latest windows updates and patches.
I've had the owners of the server contact the data center the server is located at and had them verify and open ports 27000-27015.
I get the same result each time on all 6 of our pubs.
There are no additional 3rd party firewall programs installed and I've inspected the box and checked the registry for anything I could think of that might be causing network related issues.
I've checked every tcp/ip network setting I could find on the NIC and everything looks correct.
If there is anything anyone can offer to assist with this problem, I would be extremely grateful as all the VAC'd kiddies like to use our pubs as their personal playgrounds and our admin team is being over-worked banning speedhackers and aimbotters every 15 minutes.
