Going to need a bit more info:

1) Are you behind a firewall and/or NAT?

2) What IP are you having them connect to? Is it a local (private) IP or an external (internet) IP?

3) Can you connect to the server yourself?

Ur answer in breif :

Port Forwardig :
If you are on a network, then you have many computers sharing the same external ip. (ex:12.34.56.78),
For people to see your server and not mix the info with another pc on the network you have to tell ur router this : " Any thing commin on ports 27000 till 27020 UDP, please forward it to my computer. My Computer's Static IP is 11.11.11.1. thank you router, behave."

well thats only explaining the concept. you have to open udp ports and tcp ports for people to see or play on ur server.

look for that .. and i guess thats all u have to do.

Port Forwarding
Static IP

i'm too lazy to go get all the ports you need .. i'm sure someone else will :p
