Connection issues

~General Issue~
So after all the laborious and ridiculous searching for information, I am still not at a conclusion. I can now see my server in LAN but not in the Steam>Servers or the Master Server. I cannot connect to it and if anyone else tries, they receive the message "Server not responding". Note: I am hosting and playing on the same machine.

Processor: AMD Phenom 9950 Black Edition, Quad Core, 2.6GHz
RAM: 4GB
Game: Counter Strike: Source

Your router is still blocking the ports if you can't be found on the server list.
I noticed in the screenshot you added a whole range, this often goes wrong with regular home-use routers. Try adding all the ports one by one. (Start off with 27016 and 27020 UDP to see if it works)
