Vac gets automatically set when you start it up. If this is a home server, i'd check ALL your ports if you don't get a secure connection.

yea, just check your ports on any router and or firewall on the computer. also try just restarting the server. i noticed sometimes quite randomly on my server on xp will start and be non-secure, it doesn't for me on 2k3 though.

check what sv_Secure outputs for ya.
1 means VAC is on
0 Means its off.

yes. i was browseing through my emails from the mailing list from valve, and on there was talk that one of there servers had unusually high traffic, causing packets to drop, so it caused servers to not be secure, and some servers to not show up on the master server list.. this may of been the cause? try restarting.. so far the most official thing i have seen on this valve mailing list is repeatedly restarting the server until the server stays secure.. kinda crappy.
they are working on fixing the problem with that one server at valve, for now they have disabled it, which should patch the problem.
