it will be hard to get so high slot counts running smooth. what kind of CPU is that exactly (Xeons have many generations, very different in speed)? many cores do not help you, for two servers you need only two (srcds cannot use more than one core) or maybe three to make sure the system doesn't take away resources. but they must be fast because of your high slot count. so you should use the newest generation. also your link might be a little small, but I am not sure.
you will probably need some tuning in any case, i.e. kernel tuning and config tuning (maybe reducing the tickrate).

nobody can tell you, just try it out. it's not impossible to achieve that slot counts, with the proper optimization and maybe some draw backs in the quality (e.g. tickrate 33 etc.)

in that case, go for highest possible speed per core. pay attention, clock speed does not mean real speed... the cpu generation plays a big role.

Also the used kernel CAN have a huge impact on usage. If you set it up with preemtion high Hz etc. you will need more cpu per slot.
Lock at my signature there you will find precompiled kernels for debian. Try out the zen3-100hz. It seams to reduce usage per slot pretty well. If you want/noeed to build your own kernel, go with the zen3 patch set the zen tuning profile to server. Also you want to use following: preemtion off, dyn tics on, high res timer on and kernel Hz set to 100.

If you're looking to host slot counts that high, but only two game servers I would say that you would need a nice dual core with a frequency of at least 3.2GHz ( NO AMD Athlons )
