My friends say that they can't connect to the server and when they add it to their favorites it doesn't show any server.

When they join it says not responding.
But when they want to connect to 91.182.175.223:27015 it doesn't work.

It may or may not help, but try changing the sv_region CVAR to 255. There is an open bug related to servers from some regions not showing up on the master server list.

I don't know what all you people are trying to say to this user...

Port forward 27015 to the machine where your game server is hosted.
I have hosted personal game servers behind NAT for years and the only step I have to do to get them to work properly is to forward port 27015 to your machine.

Most likely you have a firewall blocking it somewhere... Most anti virus have their own built in firewall that will prevent connections ( AVG free does for a fact )

Now if you continue to have problems I can assist you via team viewer rather than sit here and shoot blanks about your problem. Add me to steam friends:
http://steamcommunity.com/id/loopyman and I can further assist you.
