First would be to study the law of your country or get legal advise what you have to do and what not. Later what OS/Gamepanel do you want to use.
Find out where you want to host and what the price of the hosting will be. If you know that you can calculate prices.

Australia has some of the worst bandwidth prices and such... So be careful how you host and how you price it out.

Make sure you take it seriously. Too many people try to half-ass a company and fail. You need to have servers colocated in a data center. You need to have high quality servers. All cost a LOT of money.

Make sure you actually have a nice site aswell, if the site sucks your conversion/turnover rate will suck aswell. Think of your site as your storefront, if your stores has a shitty 'Gameservers' sign, not alot of people are going to buy from you.
You want to come in with a boom, stay away from flash, its 2010, not 2001. If you want 'flashy' effects, go for Javascript.
